This is a great time to buy a home!  Interest rates are some of the lowest we have seen over the last 25 years, and inventory levels provide a nice selection.  This means you have more choice of location and style of your home than ever before.

Some of the services that I provide to you as a buyer:

  • I will do a very thorough analysis of what you are looking for in a home in order to minimize the amount of time we spend looking at properties that are not what you want.
  • My knowledge of available properties extends beyond what is listed in the MRIS system and I can alert you immediately when a new home comes on the market that meets your criteria.
  • I will preview the homes that most closely match your needs and only show you those properties that are truly what you want.
  • I will really listen to what it is you want and will guide you in prioritizing your needs and balancing trade-offs so you make the best informed decision possible.
  • Preparation of a contract offer for a home you wish to purchase includes working with you to craft a very strong offer that will be accepted by the seller.

What can I do for you as your Buyers Agent?

As a Buyers Agent, I will help you choose the type of home that will best fit your needs, then promptly show you all properties that can possibly suit your needs and financial ability. I will assist you in choosing and working with your lender, and can recommend home inspectors, contractors, termite inspectors, your settlement company, and serve as a general information source. If you have specific questions on property condition, tax, or legal matters, you should consult an expert in that field. Once you choose the property that you want to own, I will advise you on the specifics of structuring an offer that can succeed in the bidding process. I am extremely knowledgable in the real estate contract forms and process, and know many real estate agents practicing in the area. This gives my clients an advantage, knowing that their offer will be properly written and well-presented, and that the listing agents are happy to work with me through a transaction. It is critical that you understand your choices and potential complicating factors throughout your transaction, so that you will always be in control of making the critical decisions to succeed. I make certain that my clients are informed of all of the issues that may come up, anticipating the next sequence in the transaction, so there will not be any unpleasant surprises. Since sellers have a listing agent looking out for their best interests and negotiating to the sellers’ advantage, it is important for you, as a buyer, to have a strong and well-informed agent negotiating and advising you for your best interests.

Through this website, you can search for any property listed in over five states. The entire multiple listing service is at your fingertips in real time. You can save your search parameters, setting up a user ID and password, so that you can return to your settings anytime you wish. If you save your searches, the system will automatically send you an email every time a property comes on the market or is updated that meets your saved criteria. You will always know, within 24 hours, about every property that can suit your needs.

Selecting Your New Neighborhood - Who Lives There?

You may have questions about the communities that you visit so that you can choose the location that suits you the best. So that you can determine your level of comfort in any given community, I can provide you with the statistics and data that are collected by independent data collection companies. eNeighborhhoods (link above) compiles information from all over the United States. You can view and print reports on any locale, as well as generating neighborhood comparison reports. I can refer you to the police department statistics, Montgomery County Public School system information,  and other sources so that you can choose the perfect location for your next home.

To find out, on a map, the services and amenities within a short distance of any address you may be interested in, check WalkScore for the walkability index and a graphic showing where the amenities are located.

What is a Master Plan?

The Master Plan is a document that projects the growth patterns and land use for up to twenty-years. Since the County Council is responsible for determining zoning and land uses, planning must chart where the county is growing, where jobs will be, what environmental and historic conditions need to be preserved or enhanced, distribution of schools and their properties, location and types of transportation networks, and shopping and recreational facilities. The Council passes a Master Plan for each region, once it has been researched and drafted by the Maryland-National Capital Parks and Planning Commission. When buying real estate, it is strongly recommended that you check the Master Plan to determine if the projected growth and infrastructure meet with your expectations. There are two ways to see the Master Plan:

Visit the Maryland-National Capital Parks and Planning Commission at 8787 Georgia Avenue, Silver Spring, MD 20910, (301) 495-4610. The information desk is on the 2nd floor, and there is a public parking lot adjacent to the building. Hours are 8:30 a.m. to 5:00 p.m. Monday-Friday.

Master Plans are available online from the Parks & Planning website. Click on Master Plans under the Your Neighborhood box.You can then find the Master Plan that pertains to the part of the county in which you are interested.

If you are considering property in the City of Gaithersburg or the City of Rockville, these cities have their own Master Plans, available online. For City of Rockville properties, you are required to review the City Master Plan and to acknowledge that you have seen it before you ratify a sales contract.

Homeowner’s, Condominium, and Cooperative Associations

A Homeowner’s Association (HOA) exists in communities that have some land in common ownership. If there is a community-owned pool, parking, park area, walking paths, commonly owned gardens, or services paid for by the community’s property owners, there will be a formal organization that manages and maintains these services. When you buy a property in an HOA, you are required to join the association and pay dues. The seller is required to inform you of the conditions of membership, and you will receive a packet of information about the annual budget, any pending legal actions, restrictions on your use of the property, and dues. Once the seller provides you with the packet, you have five days, for a resale property, to review the documents. You have the right to cancel the contract of sale if the information in the HOA documents do not meet your approval.

A Condominium is a form of property ownership in which the buyer owns the specific living space without owning the land that it sits on. The Condominium Association, to which all individual owners belong, owns the land and common property (called "common elements"). Typically, a condominium looks like an apartment building, with living units on top of each other. However, a townhouse community may be in condominium ownership, so that the owner of the condo townhouse will usually not be responsible for the maintenance of the exterior, such as the roof, painting the windows on the outside, or yard maintenance. The dues in a condominium association are usually somewhat higher than in an HOA, since the association is responsible for more of the costs of maintenance and liability. the seller of a condominium is required to give you, as the buyer, a full set of the Condominium Documents after you have signed a contract to purchase the property. The documents will include the current budget, whether or not there are judgments or liens outstanding against the condo association or homeowner, declaration documents detailing the condominium, and covenants and restrictions. You will have seven days to review these documents to satisfy yourself with the information, during which you could rescind your contract to purchase and receive your deposit back in full.

There are relatively few Cooperatives in the DC Metro area. The most well-known cooperative community in Bethesda is The Promenade. When you buy a cooperative property, you are actually buying shares in the cooperative corporation that owns the building, not the living unit itself. Under this form of ownership, the corporation pays the underlying mortgage and the property tax bill for the entire project, and apportions those costs to each of the shareholders. Although cooperative ownership is not technically real estate ownership, the IRS treats the underlying mortgage and property tax payments as tax-deductible. Consult your tax advisor for details with regard to cooperative ownership. Again, there are disclosure requirements for the owner of a coop so that you, as a buyer, can review the important documents before your contract to purchase is fully binding.
